Office of the Valuer General Stakeholder Survey
The Office of the Valuer-General (OVG) has appointed Urban-Econ to conduct a study of the impact of the Property Valuation Act on the land reform programme in South Africa. MetGovis is sub-contracted to provide the valuer’s perspective.
The Office of the Valuer-General was established in terms of the Property Valuation Act (Act no. 17 of 2014) which determined its subsequent listing as a National Public Entity under Schedule 3A of the Public Finance Management Act. The OVG’s mandate is to support the programme of Land Reform by providing independent and credible property valuation services. It is envisaged that, through the creation of this entity, land claim values will be settled with greater efficiency and decisiveness, thereby speeding up the process of Land Reform.
Since the inception of the OVG, there has been no review nor collection of empirical evidence on whether the establishment of the OVG in terms of the Act is fulfilling its mandate to address its land reform objectives or whether the OVG is indeed adding value to the land reform programme.
The main objectives of this study are:
- to examine the impact of the Property Act (PVA) on land reform programme;
- to assess whether the Act is effective in supporting the Department of Agriculture Land Reform and Rural Development (DALRRD) in realizing its land reform goals.
The research methodology includes surveys and interviews as a mechanism to:
- Gauge key stakeholders’ experience with, and their perceptions of land reform valuation methods and effectiveness prior to PVA, backed up with evidence and reasons for their perceptions.
- Gauge key stakeholders’ experience with applying the criteria, procedures and guidelines pertaining to valuation methods as espoused by PVA Regulations, as well as their perceptions thereof and the reasons for their perceptions.
