CITY OF EKURHULENI – SUPPLEMENTARY VALUATION ROLL OPEN FOR COMMENT

The Ekurhuleni metro must urgently inspect the supplementary valuation roll for 2021-25.
The supplementary valuation roll is now open for residents’ comments.
The previous and highly controversial valuation process led to thousands of complaints, an administrative nightmare for the metro and its residents.
Therefore, it is crucial that every property owner in Ekurhuleni takes this opportunity to appeal against exorbitant property valuations. Any property owner has the right to lodge an objection with the metro.
Property owners have only two more weeks, up until July 31, to lodge objections if they disagree with any of the property valuations.

JOBURG PROPERTY OWNERS WHO MISSED THE CITY’S GVR2023 OBJECTION DEADLINE GIVEN A SECOND CHANCE
Property owners who missed the City of Johannesburg’s General Valuation Roll 2023 objection deadline have a second chance to submit their Section 78 Query for consideration.
A Section 78 Query is essentially a submission made to the municipality that a property has been incorrectly valued, coupled with a request that the City re-consider the valuation of said property.
The GVR2023 objection period closed on the 5th of May 2023, after it was extended.
Property owners must complete a Section 78 Query form after which it will be dealt with as a query and not an objection. The City says that property owners must take note that if they have objected to a property, a query of the same matter will not be considered.

CITY OF JOBURG ADVISES RATEPAYERS OF ITS POST-OBJECTION PROCESS FOR ITS GENERAL VALUATION ROLL
The City of Johannesburg says it has received a total of 42 053 objections from ratepayers to its General Valuation Roll (GVR2023) which closed on the 5th of May 2023, representing only 4.5% of the GVR.
The GVR2023 comprised of 934 652 properties with objections by property category including ‘non-residential/non-business properties’ (601 objections), ‘business/commercial properties’ (9 454), ‘residential properties‘ (30 362) and ‘vacant land‘ (1636).
Of the objections lodged, the City has finalized 13 000 objections, it says, with the intention of finalizing objections by the end of September 2023.
“The General Valuation Roll (GVR2023) is a legislated process under the Municipal Property Rates Act (MPRA) in line with all its amendments. It is therefore important for all objectors and property owners to take note of key elements in the Municipal Valuer decision (MVD),” says Kgamanyane Maphologela

HAVE A SUPPLEMENTARY VALUATION PERFORMED
According to Jerry Margolius of Jerry L Margolius & Associates, many property owners overlook this and then told by the City officials they are too late and must wait until the next General Valuation (GV). This is not all doom and gloom as many officials may be none the wiser.
In the City of Cape Town, the GV2022 valuation and roll is based on the values of property as at 1 July 2022. The closing date for objections for the Cape Town Valuation Roll 30 April 2023 and Joburg Municipality 5 May 2023. Many other municipality valuation rolls also closed during around this period.
Margolius says, owners can still request a review of their valuation if found to be totally incorrect. Whether it be business, commercial, residential, etc. your rights remain to having a Supplementary Valuation performed. Ideally this should be handled by a professional valuer. Property owners need to be aware of the multitude of Supplementary Valuation Rolls that are being published continually by the municipalities.
